He said bypassing competitive bidding sacrifices rules designed to control costs, could favor preferred companies, and eliminates pricing transparency for taxpayers.

AECOM already holds two five-year White House contracts worth up to $500 million and $195 million respectively. The plan is modeled loosely on the tradition of kings and popes granting pardons during jubilee years. Trump’s pardon attorney at the Justice Department wrote earlier this year that pardons were “especially essential to the administration of justice” to past rulers, citing that history.

Some White House officials have raised concerns about doing too many more pardons — or any at all — before the November midterms, according to the Journal’s sources. The concern is straightforward: pardon recipients tend to generate headlines, and not always favorable ones.

The pardon pipeline is already overflowing. There were more than 16,000 formal pardon requests last year, a record going back to 1937. Among those seeking clemency: Jho Low, the alleged mastermind behind the theft of $4.5 billion from Malaysia’s government investment fund. Fugees member Pras Michel, convicted of illegally lobbying the Trump administration on behalf of Low. Sam Bankman-Fried, the convicted head of crypto exchange FTX. And Ghislaine Maxwell, whose lawyer has publicly raised the idea of clemency in exchange for testimony — an offer Trump has not publicly addressed.

Trump has already pardoned January 6th rioters, crypto exchange founder Changpeng Zhao, Silk Road founder Ross Ulbricht, and Nikola truck fraud convict Trevor Milton. He has discussed widespread pardons for his own staff before leaving office.

The question of who gets one of the 250 birthday pardons has not been answered. The question of whether Trump’s own team can talk him out of it before November has also not been answered.

Really American just covered a Beijing summit where Xi warned Trump about Taiwan and invoked great power war theory, a no-bid contract scheme to build the Arc de Trump using a completely unrelated deal, and a birthday pardon plan that is making Trump’s own staff nervous.
